“Candidates who didn’t take the driving test last year and who are no longer in active contact with their driving school should register for the test via the e-service,” explained Risto Kasemäe, the head of the Driving Test Unit at the Transport Administration. “In Tallinn, Tartu, Pärnu and Jõhvi, the tests will be held on the premises of the Transport Administration bureaus, and you can sign up for them on the e-service site. Elsewhere, the tests will be held at driving schools.”
Kasemäe notes that if an application for a category A driver’s licence is pending at the same time as an application for a driving licence in another category, you can only register for the driving test in a service bureau and not online.
The Transport Administration recommends registering for the motorcycle driving test via a driving school to ensure fewer problems in terms of whether the motorcycle or moped and equipment meet the requirements. Booking and registration via a driving school is based on a list authorised and drawn up by the school (which can only register its own students), with the school itself carrying out all procedures on behalf of the student. The school must be consulted in this regard to avoid any confusion.
To sign up for so-called ‘transitional driving tests’, for example from category A2 to A, an application must first be lodged at a service bureau, where you can register for the driving test at the same time.
Category A driving tests are taken on a motorcycle or moped used by the driving school or the candidate’s own personal vehicle.
Note: Candidates must bring the following to the driving test:
• the necessary safety clothing and equipment for the test (a suitable motorcycle helmet of the appropriate size, motorcycle driver’s boots, motorcyclist’s protective gloves and at least knee, shoulder and elbow pads or special protective motorcycle clothing) to guarantee the candidate’s safety;
• a fully charged mobile phone with earphones to ensure hygienic, good-quality communication between the candidate and the instructor; and
• valid ID and the vehicle’s registration certificate (since the instructor must ensure that the motorcycle to be used for the driving test corresponds to the subcategory of its power: A1, A2 or A). In addition, the candidate’s health certificate must be valid, with any special conditions (glasses, contact lenses, etc.) corresponding to their current state of health.
