Estonian National Access Point (NAP) for transport and mobility data

Pursuant to subsection 61 (4) of the Traffic Act and subsection 3223 (2) of the Energy Sector Organisation Act, the Estonian NAP is a national access point through which data holders make static and dynamic data available. A national access point or NAP (National Access Point) is a service through which public sector data holders (including the Transport Administration and local governments) and private sector data holders (operators of charging and refuelling points for alternative fuels or the owners of these points according to an agreement between the operator and the owner) must make available the data provided for in legislation, for example, on road infrastructure, traffic, mobility services and charging and refuelling infrastructure for alternative fuels.

The purpose of the National Access Points is to enable the cross-border finding, sharing and re-use of transport and mobility data and to support the development of interoperable trans-European traffic, travel information and mobility services.

The Estonian NAP service is located Estonian Data Portal. Estonian NAP is essentially a data catalogue where the descriptions of the data holders' datasets and the information enabling access to the data or data services (API) are published. This means that in order to use NAP, the dataset does not have to be stored in the data information gateway, but the data is located in the data holder's own information system or data service, and NAP allows the user to find and access the dataset.

How do I make the data available via NAP?

In order to make the data available, the data holder or its authorised representative must:

  1. log in to the Estonian Data Portal as a representative of the data holder;
  2. fill in data description forms;
  3. include information on access to the data or data service, including, where appropriate, the application programming interface (API) address
  4. attach a data declaration of conformity

Instructions on how to use the Estonian Data Portal and how to describe the datasets are published in the Information System Authority data portal User Guide.

The data holder is responsible for the accuracy and timeliness of the data made available through NAP. The content, format, frequency of updating, geographical scope and other requirements of the data must be determined on the basis of the European Union legislation applicable to the specific dataset.

The role of the Transport Administration

The Transport Administration fulfils the role of the competent authority in the field, which has the right to assess whether the requirements set out in the European Union ITS legislation are complied with when making data available.
