Personal driving supervisor or driving instructor of a motor vehicle driver

The purpose of supervision is to provide those studying at or graduating from a driving school the opportunity to practice driving. In order to supervise, one must apply for a supervisor's licence from the Transport Administration.
  • the driving supervisor has held a driving licence for the respective category of motor vehicle for at least five years including the period of holding a provisional driving licence;
  • the driving supervisor has no penalties in force for driving a motor vehicle in a state of intoxication or in a state exceeding the maximum permitted level of alcohol in the bloodstream or for violating traffic requirements for which the penalty provided by the Road Traffic Act is the withdrawal of the right to drive motor vehicles or for which the right to drive has been withdrawn, taking into consideration the terms for deletion of conviction data specified in § 24 of the Criminal Records Database Act.

In order to obtain a supervisor's licence, an application must be submitted either in person at the Service Bureau of the Transport Administration or via the e-service.

To apply, you must submit:

  • an identification document;
  • a driving license if the motor register does not have information on your valid driving licence;
  • a valid health certificate if the data in the motor register are not valid or your state of health has changed;
  • the payment of the state fee;
  • one to three names of the person(s) to be supervised.

Once all the requirements have been met, the Transport Administration issues a licence valid for 12 months.

If you apply for a supervisor's licence at a service bureau, the current fee is 16 euros. If you apply via the e-service, the fee is 12 euros.

A supervisor’s licence is revoked if:

  1. the basis for the authorisation to act as a supervisor has ceased to exist;
  2. the supervisor's licence has been issued unduly;
  3. the supervisor's licence, or the entry or data therein, has been falsified;
  4. a new supervisor's licence is issued.

A supervisor can supervise a person who holds a learner’s form or a certificate for a particular training course and whose name is recorded on the supervisor's licence. The person being supervised must have an identification document and a learner’s form or a training course certificate when undertaking driving practice.

A person under the age of 18 years can only be trained by their legal guardian.

A person whose provisional licence and driving licence have been revoked and the withdrawal period has not expired cannot be instructed.

A person cannot be supervised if their driving licence is being revalidated and

  • their driving licence has been withdrawn as a primary or secondary penalty;
  • they have not renewed their driving licence within five years of the expiry of its validity.

How many people can be supervised?

Up to three persons to be supervised can be registered per supervisor's licence. It is important to ensure that these persons hold a learner’s form (showing that they have been authorised to drive by their instructor) or a training course certificate before applying for a supervisor.

Can I supervise a daughter or son of someone I know?

Yes, if the person is at least 18 years of age and has a learner’s form (showing that they have been authorised to drive by their instructor) or a training course certificate. No, if they are under 18 years old, in which case they can only be supervised by their legal guardian.

Can I train an acquaintance who is restoring their right to drive?

No, if their right to drive has been revoked as a primary or secondary penalty. No, if they have not renewed their licence within five years of its expiry. Those restoring their driving rights can take driving lessons at a driving school.

Can a foreigner apply for a driving supervisor’s licence?

Yes, they can. A foreigner can apply via the e-service, provided they have an Estonian ID code, the details of their foreign driving licence are registered in the motor register, they do not have any penalties in force and they have a valid motor driver's health certificate that is also registered in the motor register.

If the foreigner does not have an Estonian ID code, they must contact the Service Bureau of the Transport Administration in order to apply for a supervisor's licence

Can a person with an instructor's licence also be a supervisor?

Yes, a person with a valid driving instructor's licence can also be a supervisor. Such a person does not have to apply additionally for a supervisor's licence. However, it should be remembered that, in the case of instruction, it is not permitted to complete a learner's form for a training course.

Is the supervisor a driver during the driving practice?

According to § 2 of the Road Traffic Act, a supervisor of a driver is deemed to be the driver during driving practice.

How to prove the licence of a supervisor in traffic?

The licence to supervise can be proved on the basis of the data in the motor register. This means that you have applied for the licence before starting the driving practice and that you carry an ID document with you when driving.

I applied for a supervisor's licence and entered the name of one person to be trained. Another person also wants me to be their supervisor. Can I add a new name onto the current supervisor’s licence?

No, you cannot. It is not possible to add a new name onto an already issued supervisor’s licence. You need to apply for a new supervisor's licence and ensure that all the names of the persons you wish to supervise are included before the licence is issued. Up to three persons can be supervised under the same licence.

How many supervisor's licences can I have?

A person can only have one valid supervisor's licence at a time, with up to three persons' names on it, and a supervisor's licence is valid for 12 months.

Can I add the same driving student to multiple supervisor's licences?

There is no restriction in this respect.
