Maintenance Organisations

A maintenance organisation is an organisation certified to perform maintenance on European Union Aviation Safety Agency aircraft or their components that has the necessary services, equipment, infrastructure and knowledgeable, skilled and experienced staff and quality assurance system for the work it has been certified for by the Estonian Transport Administration.

If you wish to perform maintenance on commercial aircraft, large aircraft (MTOM > 5700 kg), multirotor helicopters or their components then you have to apply for a Part-145 maintenance organisation certificate (EASA form 3-145).

If you wish to perform maintenance for other than complex aircraft which are not registered on an air operator certificate (AOC) then it is better to apply for an airworthiness organisation certification with competency for maintenance.

The certificate will be issued by the Estonian Transport Administration for an unlimited term and is valid if:

  • the organisation continues to follow the requirements established in Part-145 and an airworthiness organisation with the competency for aircraft maintenance continues to follow the requirements established in Part-CAO;
  • the Transport Administration is allowed to verify the fulfilment of Part-145 or Part-CAO in the respective organisation;
  • the organisation has waived the certificate or it has not been terminated.

Requirements for the applicant

The place of business (registered location and headquarters) of the maintenance organisation is in Estonia which is the main location for the management of financial and other operations.

Cross-border activity

The maintenance organisation may open establishments in other countries. All establishments are certified by the Estonian Transport Administration. Audits for establishments opened in EU member states are done in cooperation with the competent authority of the state.

Filling and submitting the application

To get a maintenance organisation certificate, submit an EASA form 2 application and the following documents to the Estonian Transport Administration:

  • Part-145 maintenance organisation exposition (MOE);
  • EASA form 4 management personnel applications;
  • contracts with subcontractors (if applicable);
  • self-assessment of the organisation’s conformity to the corresponding regulation;
  • certification of paying the state fee.

The application can be submitted to:

  • the aircraft engineering department of the Estonian Transport Administration on appointment;
  • in written form (postal address Lõõtsa 5, Tallinn 11415) or electronically with a digital signature to info@transpordiamet.ee.

Processing of the application

The Estonian Transport Administration processes the application and submitted documents and notifies the applicant of a need for additional information or documents within 30 days.

Additional information and documents must be submitted to the Transport Administration within three months (two months in the case of a change request) as of the notification. If the requested information or documents are not submitted then the processing of the application will be ended with a refusal to issue the certificate;

The Transport Administration verifies the conformance of the maintenance organisation to the requirements of Part-145 within 60 days after the submission of the application, documents or information.

Any faults found during the verification process must be corrected within nine months (three months in the case of a change request). If the faults are not corrected then the process will be terminated.

The Transport Administration may carry out additional check-ups within 30 days of the correction of the faults.

The decision to issue the certificate will be made within 30 days after the verification, additional check-ups and correction of faults.

Changing the certificate

Information on the certificate may be changed by the owner of the certificate based on a request or on the initiative of the Estonian Transport Administration.

When requesting a change to the certificate, the following must be submitted to the Transport Administration:

  • EASA form 2 application;
  • corrections or changes to documents depending on the type of change;
  • a certificate of payment of the state fee.

Suspending and terminating the certificate

The certificate will be terminated or suspended if the maintenance organisation does not conform to the requirements of Part-145.

In the case of non-conformity, the Estonian Transport Administration will issue a precept to the owner of the certificate and will suspend the certificate until the precept is fulfilled.

If the precept is not fulfilled within the given time frame then the certificate will be terminated.

Terminated certificates are returned to the Transport Administration within 3 work days after the announcement of termination.
