The Estonian Transport Administration will start accepting A2 remote pilot competency exams

As of 1 March, it is possible to register for the exam to obtain an A2 remote pilot's certificate of competence at the Estonian Transport Administration.

The first available times are on 8 March and the Estonian Transport Administration accepts 40 exams in Tallinn and 40 exams in Tartu each week. You can register for the exam on the Estonian Transport Administration webpage.

According to the European Commission's implementing regulation 2019/947 and the Aviation Act, it is possible to take the A2 exam either at the Estonian Transport Administration or at a training organisation that has submitted an application to conduct the exams. At the moment, it is possible only at the Estonian Transport Administration.

The A2 exam must be taken under supervision and it can be done in a classroom at the Estonian Transport Administration. The exam consists of 30 multiple-choice questions, each with one correct answer. 45 minutes are given to pass the exam and if you fail, you have to book a new time to take the exam again.

Until now, it was only possible to pass the A1/A3 remote pilot initial competency exam in Estonia, which can be done on the Estonian Transport Administration website in the LOIS environment (https://lois.transpordiamet.ee/). This entitles the person to fly under either the A1 or A3 open category conditions.

Passing the A2 exam entitles you to fly unmanned aerial vehicles weighing up to two kilograms, at least 50 meters away from strangers or at least 5 meters away from strangers in low speed, according to the rules of the A2 open category. In order to register for the A2 exam, it is first necessary to submit an application in LOIS, which requires the person to have been issued an A1/A3 remote pilot competency certificate by either Estonia or another European Aviation Safety Agency (EASA) member country. If the remote pilot's initial qualification has been acquired in Estonia, the system automatically checks the existence of a valid certificate of competence when submitting the application. If the remote pilot's certificate of competence has been acquired abroad, a file proving the competence must be attached when submitting the application.

You need to bring an identification document to the exam and you can log in to the exam environment with Mobile-ID and Smart-ID. Since tablets are used to take the exam, you cannot use an ID card to log in. When submitting an application for an A2 certificate of competence, a state fee of €10 must be paid.

In order to fly in class A2, an independent practical training course must also be completed in addition to the exam, which must be declared when submitting the application.
