Air Navigation Services and their Providers

Air navigation services is a term that encompasses a collection of services provided to aircraft to ensure safe flights from one destination to another.

Air navigation services include air traffic services, communication, navigation and surveillance services, meteorological services for air navigation and aeronautical information services.

Providers of air navigation services in Estonia are the Estonian Air Navigation Services, Tallinn Airport, Estonian Defence Forces and Estonian Environment Agency.

Air navigation service provider certificate

To provide air navigation services in an orderly fashion and to ensure flight safety, companies need a certificate certifying that they have a sufficiently knowledgeable and skilled staff, services, necessary equipment and infrastructure and have developed the procedures necessary to conduct such operations.

Certifiable providers include providers of air traffic services, communication services, navigation services, surveillance services, aeronautical information services and meteorological services for air navigation.

The certificate is issued for a fixed term of up to six years. Before the decision to issue a certificate, the Estonian Transport Administration will determine whether the applicant meets the current requirements.

The conditions and procedures for certifying air navigation service providers are established with the 7 March 2007 regulation No. 13 “Conditions and Procedures for Certifying Air Navigation Service Providers”.

A state fee must be payed for the review of an air navigation service certificate application based on the services provided.

Applying for a certificate

The certificate application must be submitted at least 80 calendar days before starting to provide air navigation services or before the expiration of an existing certificate.

The certificate application can be submitted in the Aviation Safety Information System.

When applying for a certificate for the first time, the following documents must be submitted:

  • the statutes of the company;
  • quality management manual;
  • security manual;
  • contingency plans;
  • a description of the organisation.


Air traffic service provides must additionally submit:

  • safety management manual;
  • air traffic service provision manual in duplicate.

Repeat applicants must submit:

  • a description of the organisation.

Request for changing the certificate

Air navigation service providers must submit a request to change their certificate or data appended to the certificate to the Transport Administration at least 80 calendar days before implementing the planned changes.

Reporting changes in the data submitted when applying for the certificate

Air navigation service providers are obliged to submit changes to their contingency plans, safety management manuals and air traffic service provision manuals to the Transport Administration at least 30 calendar days before the planned implementation of the changes.

Other changes which might influence meeting the requirements for providing air navigation services must be reported to the Transport Administration at least 80 calendar days before the planned implementation of the changes by presenting the relevant data and documents to the Estonian Transport Administration.
